Basketball Rules and Policies

As a condition of registration, all players, coaches, parents and fans are required to abide by all of these rules and policies.

PARENT ASSISTANCE:  As a condition of registering your child with us, each parent should help by:

1.         Assisting the coaches in setting up the court for play (including the setup of chairs for spectators, equipment such as score clocks, and dust mopping the court during half time and after games) and helping to put away all such items after the last game;

2.         Running the score clock during their child’s game; and

3.         Keeping score in the official scorebook during their child’s game.

 

CANCELLATIONS:  Even if it snows, the schools should be shoveled clear on the weekends.  So unless cancellations are posted on our website or you hear from your coach otherwise, games will be played despite apparent inclement weather.

 

ALL PLAYERS MUST BE EVALUATED:  Basketball is a five-on-five, fast-paced, contact sport.  Fairness dictates that we attempt to balance the talent on all teams as evenly as possible.  To do that, all players will be evaluated and drafts will be based on the ratings given at the evaluations with only the coach guaranteed his/her son or daughter.  If a coach or player request does not occur during the draft, the coaches are free to make trades as long as they are for players of similar ratings and the Division Director consents.  A list of the requests is provided at the draft.  At any time, a Division Director or the Commissioner can adjust gross imbalances.  Failure to be evaluated can result in the cancellation of the registration and refund of the fee.

 

PLAYING TIME: The rules relating to playing time are written to foster balanced competition.  Please read them carefully so you will understand the method behind your child’s coaches’ substitutions: Playing time requirements are strictly enforced during the regular season and the playoffs

 

READ YOUR DIVISION’S RULES:  And be aware that Jewelry, watches, earrings and hats may not be worn during games or practices and glasses should be banded or goggles should be worn.  Do not bring your basketballs to the gym; we will supply practice and game balls.

DISRUPTIVE BEHAVIOR

 

Policy of this Organization:  Disruptive behavior shall be defined to include behavior violative of Chapter 1 of Title 10 (Public Safety) of the NYC Administrative code and the public school rules of conduct, including foul language and/or language and/or gestures that can be perceived as threatening.

 

If any fan exhibits such behavior, the referee shall stop the game and meet with both coaches

(1)       to determine which team the disruptive person is rooting for, and

(2)       to warn the coaches that the next disruption by the same person will result in

(a)       a technical foul against the team for whom the disruptive person is rooting and

(b)       ejection of that disruptive person.

 

If after such warning a technical foul is called for disruptive behavior of the same person and the disruptive person fails to leave the building, the referee shall terminate the game and either (1) award a victory to the team that is then in the lead if the team was not related to the disruptive person, or (2) declare the game a no-contest if the team in the lead was related to the disruptive person. 

 

Under no circumstances shall the referee clear the building of spectators and permit the game to continue.  If there is any perceived threat of violence, the coaches or the referee shall not take matters into their own hands but instead call 911 for police assistance.

 

None of the above shall in any way limit the right of the Basketball Committee or the council’s Board to take such action it may deem appropriate after review of such occurrence, included permanent ejection.       

 

IT’S THE LAW: NEW YORK CITY ADMINISTRATIVE CODE: CHAPTER 1. (PUBLIC SAFETY) OF TITLE 10; reads as follows:

“c.     Any organization that administers a youth sports program that utilizes city facilities and/or receives city funding shall distribute the following Model Code of Conduct or a similar Code of Conduct containing guidelines for conduct of behavior to be observed at youth sports events to all coaches, parents and players participating in such sports program:

 

1. All officials, coaches, parents, players, spectators and participants shall respect one another.

 

2. All officials, coaches, parents, players, spectators and participants shall respect officials' decisions.

 

3. All officials, coaches, parents, players, spectators and participants shall engage in fair play and abide by all game rules.

 

4. All officials, coaches, parents, players, spectators and participants shall refrain from engaging in taunting of officials, coaches, parents, players, spectators or other participants by means of baiting or ridiculing.

 

5. All officials, coaches, parents, players, spectators and participants shall refrain from verbal and/or profane abuse of officials, coaches, parents, players, spectators or other participants.

 

6. All officials, coaches, parents, players, spectators and participants shall refrain from threatening physical violence or engaging in any form of physical violence.

 

7. All officials, coaches, parents, players, spectators and participants shall win and lose with good sportsmanship and shall strive to make youth sports programs rewarding for all participants.

 

e.      Any organization that administers a youth sports program that utilizes city facilities and/or receives city funding may ban the presence at youth sports events of any official, coach, parent, player, spectator or other participant who (1) engages in verbal or physical threats or abuse aimed at any official, coach, parent, player, spectator or other participant, (2) initiates a fight or scuffle with any official, coach, parent, player, spectator or other participant or (3) engages in repeated and egregious violations of the Model Code of Conduct or similar Code of Conduct containing guidelines for conduct of behavior to be observed at youth sports events, if the conduct occurs at or in connection with such youth sports event.

 

f.       In the event that any official, coach, parent, player, spectator or other participant is banned from attending youth sports events pursuant to subdivision (e) of this section, such person may petition the organization that imposed such ban for permission to resume attendance. Prior to being permitted to resume attendance, such organization may require such person to present proof of completion of anger management counseling or its equivalent. “

 

PUBLIC SCHOOL RULES OF CONDUCT

 

Everyone is required to obey all public school rules and regulations, including:

 

1.         Going directly to the gym and staying in the gym except to go to the bathroom or to leave the school;

 

2.         not touching any wall hangings or other school property;

 

3.         not playing ball of any kind in the school, except in the gym;

 

4.         using only the exit doors permitted by the school, unless there is an emergency; and

 

5.         obeying all instructions given to you by the representatives of the 78th Precinct Youth Council and/or the school; including no animals or food in the gyms..
